But the value in links is not donw the type of relationship or business category. News sites aren’t doing well because they’re big brands, its the nature of their busienss. They’re often the root of a story – rightly or wrongly or accurately/inaccurately. Obviously, it seems logical that orgs with more accuracy get more frequent citations (aka links)

They help but not in the way we may be thinking. Chamber of Commerce sites are probably one of the main visited websites if you’re planning to go into a particular area. So yes if you’re a local business especially if you cater to visitors then the Chamber of Commerce link will help.
The other reason the Chamber of Commerce helps simply is networking. I’ve been to several change of Commerce get togethers and rated some business relationships.
COC link itself – no.
People you meet there could become your future backlink partners, though.
