Not a bad approach. You are already generating impressions, so you now need to find out why your CTR is so low.
The number of leads is currently statistically insignificant, as there is too little data to infer a trend. For example, you currently have a 0% on-site conversion rate. If the next click results in a lead, your conversion rate would jump to 8%, which is extremely high for the industry. This demonstrates why the data is unreliable until you have more volume.
