You need service | area pages. Lots of them.
I know a guy that can create these for you in WordPress and Elementor Pro.
You can also create them in Google itself.
If you want to rank locally, you need good Google Business Profile management.

Ideally yes you hire an SEO consultant with good experience and reviews. You need to have then look at all the angles here to understand what’s happening.
You mention conversions dropping. But conversations are often tied to the product/service/UX and more, not so much the traffic.
Also do you know for sure there were black hat tactics involved? It’s pretty rare nowadays because, Google spot it easily.
Lastly, do not bother with those automated reports from semrush, etc. they will flash technical scorecards at you and stress you out but it’s a cookie cutter template.
So yea either hire someone with experience or be ready to spend time going down the rabbit hole until you know what’s happening.
Optimize your website with clean front end lots of calls to actions than hire an agency to do your ads and SEO. Also make sure you have no penalties if they were doing ctr manipulation it could take 6 months or more to rank again.
I just hired an agency thats local but your best bet is a large agency Like Sterling Sky or White Spark. Not cheap but you wont get scammed like before
