I can’t say anything about this specific case, but keep in mind that a lot of sites are losing traffic in the last few years, even if they are doing it all right. The reason is mainly AI overviews, AI mode and stuff like that, Google no longer sends unlimited traffic to sites.

If one year and same traffic, it means increased traffic because now ai summary prevents 70% of traffic.
Do you have access to GSC and/or rank trackers?
Did you get new backlinks? Can you ask if he built new backlinks?

I’ve been doing SEO since 1998 when I lived in the San Francisco bay area!
I do everything as Google wish and all my clients do well. I don’t offer stats and such very often and mainly use Google Analytics with a question to the client.. “How’s business?”
There are so very many scammers out there it’s infuriating. I always advise going with someone local who can share a cup of coffee with and take a look at whatever the real stats say.

What are you paying per month?
With *any* SEO engagement, the minimum expectation is a monthly report showing targeted key words, traffic, and trends. If you aren’t getting this, find someone else.
SEO really only works if you are doing a combination of paid (google adwords) and organic (content on your site). Knowing what activity in both of those areas your SEO team is conducting must be reported on and tracked regularly so you can see trends and the efficacy of the work.
I would change SEO providers today. And send some time learning the basics yourself so you understand what SEO people do and what your expectations should be. Are you getting more business from online referrals?
