Look for keywords you can actually compete on to start – work your way up with authority and eventually you can work to compete for the bigger keywords

Always start small with SEO and work from there.
find some similar but lesser competitive keywords and see if you can get your clients ranking on those. then branch out into the big leagues.

The money needed for that would probably deplete your clients budget with only 2% done.
Where does your client currently rank? Is there site anywhere in the top 10 pages for the search terms they are targeting. Stop thinking about top result and start focusing on making your site rankable first. If you have a decent website, you should be ranking in the top 10 pages without any backlinks. Then you keep making improvements until you attain page 1-5 rankings and then you can start really focusing on backlinks.
100,000 Backlinks means nothing. A website can have 100k backlinks but chances are only a few dozen are even making a difference. Low quality backlinks do next to nothing.
Shoot for specific phrases you can beat competitors with, not words. The single keywords ranking higher will be a side effect of that.

Build topic depth around that.

Focus on minor/niche/longtail keywords that have little search volume and low competition first. Ranking high on those keywords will level up your site and help you rank on more competitive keywords.
