Looks like you only have a few maybe <10 in the top 3 (the main click earning positions). And noe fo them very relevant, but just taking a quick glance. In fact, for page 1 all you have is convert file to DSL.
For professional results, I’d agree this is a bit poor. How many weeks has it been?

Well, your page titles are empty – I doubt they’re doing much work. Your Services Page is just called services – that sucks! Thats like SEO 101 – The Super Basics – and the rest – these are some of your main pages:

You have a lot of backlinks, I dont have the time to assess 209 domains but thats a lot of site-wide links that probably do very little, maybe evne some damage.

You’re not and thats probably why they’re not providing you with a SERP report.

You need proper keyword research to find keywords with buying intent – competitor analysis, research etc will get you that.
Then you need to rank for them. I don’t see any efforts in this regard – except link buying – and that may have been less than optimal in your case.
Maybe you know someone who has a friend who’s in SEO who can help be a trusted advisor?
Where are they based? What does your SEO agreement/contract state? How much are you spending?
I would try to find an SEO with a good reputation
1. Someone recommended with results, a relatable portfolio wiht ~10 sites that they built SEO from scratch
2. Someone that ranks
3. Someone who’s SEO strategy you understand and has reports
