You can do backlink exchange for them, “natural and merited” backlinks. The way Google intended.

We have customers who do not want to pay for backlinks. We focus on getting them ranked on very low-competition keywords.
I personally make sure they understand the importance of backlinks, and if they want to move from, say, top 5 to number 1, they will have to budget for it.
I would speak about it differently. Don’t use the term “backlinks” or even “links”. Tell them you want to work on “getting more people to talk about the brand – by increasing your citations and brand mentions”. Pitch it as a content diversification play. That’s what everyone needs in 2025, anyhow. Even the AI wants it. Lots of mentions – all over the web.
What exactly are they paying you for then?

I think you have to be honest with your agency and say that on-site SEO doesnt make Google do anything without externally acquired authority. On-site SEO without authority is like putting a car on blocks and pretending to drive around making screeching noises with your mouth…..
Your agency might have fallen for the SEO Publisher Myth – that they get to tell Google what to do or they’re just on-site SEOs who work on sites with existing authority in the past but you’re not really doing SEO and I think letting the client take on the massive risk of trying to buy/acquire backliniks in the open market is a little negligent? One wrong move and they’re dead – seems like the agency wants to do the easy work anyone can do (like you said – everybody does)?
