I’ve worked in a bunch of competitve industries and in all of them the top guys buy links or/and paid for PR. When I worked with a finance company in the UK they gave us thousands of $$$ every month for link building and as a result we ranked very well for lucrative keywords. We also had a PR company that would generate links for us with partnerships they had, and they’d get us in national media which results in links too.
Just don’t buy shitty $5 links from fiverr, you need to reach out to authorative websites with content related to your niche and you want the link to be relevant, not just slapped onto a random page/context.
Yes mostly seos buy backlinks BUT you have to be smart about it. Carefully examine the website youre getting the backlinks from. Should have a decent DA, stable traffic, not spammy and above all, related to your niche and website
