Just to help you answer or characterize any future SEO question
The rest of SEO is a system, not a checklist.
What is good for SEO for you and someone else are two different things;. I would assume anyone with a TLD 100 Domain – like the BBC or Nike – wont even need a ccTLD but if they did, they would have no problem ranking with or without

Do EMD, ccTLD domains “build” on “SEO” automatically?
No
Do tools like SEMrush, Ahrefs, Profound “build” SEO/GEO for you?
No
I have a .com and am now working on a .ro.
COM is 100% English, RO will be 100% Romanian.
Websites will be carbon copies of one another.
Makes SEO link building twice as hard, but, my confidence level is high that I could crack the Romanian market as a foreigner, in the language of the people.
