Dunno where you got this from but crawling is pooled by tier. Tiers are set by authority.

You’re going to need to address that
And if you’re heard you get a bump after a redesign – thats also not likely
Try reading past posts in this sub. This issue gets posted about literally daily.
The main index issue is not enough authority.
Even without a sitemap or submission to Google Search Console, a page with sufficient authority will still be indexed, provided that the “noindex” tag is not present.
