I see your issue, as you’re trying to capture relevant searches in a new market. I work with a few full stack SEO and a few link building clients like that, so here are a few tricks that might help.
1. Firstly, just use common sense. What would you type in Google to try to find your clients service?
2. Instead of the exact provided service, you may focus on the problem your client solves and target keywords around that problem.
3. Are there any adjacent commercial intent keywords? E.g. say your client does an escrow service with some twist. Well then you can still target many escrow related keywords.
4. Search social media. What do people in relevant communities ask/ search for?
5. Look at your client’s GSC. Is there anything useful there that they are getting some impressions for?
There are many more ways, but this should get you started. Tools are useful for sure, but look outside of your SEO tools and you’ll find so many more opportunities!
