They will want something in return, and that return would either be monetary or links to them or their digital assets.
There are some communities on reddit where you can publish what you can offer in terms of links, and then the community can get in contact with you.
Backlink exchange, done properly, is pretty effective.

Almost every domain has those crappy “BUY SEO” backlinks attached to them, just ignore. What niche is your site? I’d be happy to let you guest post on my sites if it’s a good fit. I don’t care what your sites metrics are.

For new sites, the easiest free links usually come from:
– expert quote contributions
– niche resource pages/community roundups
– publishing one useful stat or mini dataset people can cite
And random spam backlinks happen to almost every new site. I’d ignore unless there’s a clear manual-action risk.
You can’t really control who links to you. Those spammy backlinks probably scraped your site or added you to some directory automatically. Google’s pretty good at ignoring low quality links now so I wouldn’t stress about it unless you get a manual penalty notice.

totally normal for new sites to pick up random spam backlinks, most of them are just scraper networks and google usually ignores them, so i wouldn’t rush to disavow unless you see a real pattern or manual action.
