You don’t say how long since it was first indexed, the business niche, or what your site is about which would help us give you more definitive suggestions. Regardless, think of it this way: of the hundreds of millions of websites, why should Google send visitors to yours?
Then, look at your ranked competition and see what they are doing better than you that makes Google send them traffic. Fix those things on your site.
