99% of those SEO emails are spam and you’d receive them even if your website was ranking #1 for your keywords.
If you’re looking to increase traffic, SEO is a long term process and will require more than a one time fee.
There’s not an automatic solution to this. It may make more sense to learn some things yourself if you have the time or wait till you have more cash to invest.
I wouldn’t ever go with one of the spam offers you’ve received. It’s best to find freelancers in your country or on Fiverr if your budget is low. Don’t go too cheap otherwise it can cost you more to amend at a later date.

Plugins may help a little bit but mostly propagate SEO myths such as title tag length and meta descriptions. For real authority which helps increase your search engine ranking for your keywords you need backlinks..

You are now going to get DMs with people telling you they can do this. These are the same type of people who spammed your email.
The answer is still no. People will also offer a “free” SEO audit to you. This will be used primarily as a sales tool and will not provide any valuable information.
Ignore all unsolicited emails. I can vouch that 110% of the 100% emails you receive are straight away spammy/scammy from people who know nothing about SEO.
Plugins won’t help you rank, nor will any automated tools.
To rank, you need to just 3 things
– Content
– Backlinking
– Optimization
Yes, you can pay a one-time fee and see results, but that depends on your budget and the agency you decide to work with.
