Here is a very quick rough free SEO plan:
1. get keywords you can rank for, use free tools like Google autocorrect or Shuttle SEO
2. build content for those keywords, answering searcher intent, and post this content on your website
3. do all the technical SEO spot on, url, title, h1, keyword in other headings
4. acquire backlinks to the content
5. focus on how you can turn your traffic into a conversion
Now, you can do that all yourself, and trust me, after you did that yourself once, you will seriously consider paying someone else to do it.
It is like playing golf:
1. get a ball and clubs
2. put the ball on the Tee
3. hit the ball with the club, aiming at the flag
4. keep hitting the ball with a different club
5. do that in maximum 4 shots
Very easy when you look at a professional doing it, but try a few times yourself, and then you appreciate the craft, and what went into it to be in a position where they can rank.

You can do your own SEO if you have time, companies pay monthly because rankings depend on constant link building, content updates, and technical fixes that never stop.
I have been doing my own SEO and kind of struggling to gain traction. I have had my website in the College Sports space for about 4 years now and it gets more traffic from our social media posts than Google.
