Geofencing is typically an ads/marketing tactic (target phones inside a geographic boundary) it’s not a known, legitimate “switch” that directly boosts organic Map Pack positions. If that engagement isn’t from real customers / real experiences, it can collide with Google’s rules against fake engagement and other policy violations.
The question should be – are you getting more leads now given that you are now ranking top 3? If yes, then it’s legit, if not, well ….

Also: this is a scam. GMB map pack manipulation is really easy to do.
Is the small business you own called “Jumper Media” by any chance? I can’t trust posts that mention companies by name anymore lol.
Geofencing has nothing to do with SEO. It is for ad campaigns. So they lied to you right there.
I would question if their heatmap is at all accurate. They are probably lying there too or they are using something that picks up local service ads as “ranking”.
What happens when you do it on your own device in areas x y z from where they show?
Im newish but depends on the keyword id say. I mean , is it valuable, does it have traffic? Anyone can rank for certain keywords with no value. But ive never heard of geofencing, but I know that tricking googke usually gets shot down eventually and punished. So be careful
Hoping to offer a little insight. I run a local SEO agency and we had a client who wanted to try Jumper. I met with the owner and we set up the account with them. The owner was nice enough and shared how the whole thing worked, didn’t try to hide anything. They use some type of gamification software that supposedly has real people in your geo simulate a drive to your location (think one of those ads in mobile games).
It is clearly CTR manipulation but again they didn’t hide that and our client was aware of potential risks.
We ran the campaign for maybe 3 months.
You could see a clear uptick in direction requests in GBP analytics.
It did help solidify positions that we were already strong in.
It did not help us rank for new keywords that we were not strong in.
I talked with the owner about this and he confirmed that it does work best when you have a base of solid SEO on site.
We ultimately decided to stop because we were in a pretty strong position as it was and we didn’t want to risk any potential issues with the GBP, especially as Google seems more picky with those profiles this past year.
