HCU wasn’t/isn’t about content, its about methodology.
Did you specifically target specific search phrases and what was the end game? Were you trying to be helpful or make money from the web traffic
Were you trying to manipulate search to make Ad Sense/Affiliate income.
Very few people have recovered.

There isn’t one – everything on Google’s side is algorithmic.
You might want to roll back Ad Sense, you might want to follow Shaun Anderson on X, he’s trying to roll back his classifiers.
Truth is, Google has no idea how to judge “good” content. If it did, everyone would love Google search. But every user hates it.
I don’t think Google even looks at “quality”. It only looks at signals from users and other sites (like links).
If you get good links to worst article possible, it will rank number one while an article written by a true expert and no links will not rank in the top 100 or even be indexed.
