This is a math question more than an SEO question.
It depends on what happened. If impressions go down but you still rank in the same position – you’re average position is going to stay the same.
1) CTR/Avg Position only becomes useful when looking at a keyword level
2) Clicks are the result of a keyword being ranked at a certain position. Only you can look in GSC and see what position your keyword has moved to or not?

If 100 people a day search for “my cool phrase” and google shows your site in the number 1 spot 20 times and the number 3 spot 20 times then you get:
40 impressions
#2 avg pos
if tomorrow google decides to show your site in the number 2 spot for only 1 of those people and that is all then:
1 impression
#2 avg pos
if you don’t show up, then you aren’t counted in impressions obviously right? but those missing impressions also don’t influence your average position. they don’t count as position 9999 etc. so, lets say google drops you out of 80% of your worst traffic, all from page 2 or worse, then your impressions will drop down to about 20% of your original, but your avg position will probably improve.
I would look at your pages report to see if your number of indexed pages dropped or maybe there are reasons preventing your pages from showing
The key word is ‘Average’ – you can rank for 10 keywords in total -> 5 keywords rank on position 1 and 5 keywords rank on position 10. The average position will be 5.5
Or you can rank for 100 keywords in total -> 50 keywords on position 1 and 50 keywords on position 10. The average position will be the same.
Ranking position and impression are not the same, or correlated numbers.
