Short term: Yes
Mid- to longterm: No
I am sure we can, quite frankly, agree that Google’s core business is online advertising. More than 50% of Alphabet’s revenue comes from Google ads across its Search and YouTube properties.
Google wants you to buy ads, not rank for free. They will let you organically scale (with acquired backlinks or SEO tweaking) just enough to keep you chasing, but never enough to stop paying.
Not sure, but it might work.

It depends on the niche. I have seen sites on page one with only 10 backlinks total, while others with 500K+ won’t
