LinkedIn is by far the most reliable. You can see 3rd party testimonials on peoples pages and verify thag theyre real people, as well as see case studies from people, rather than companies that will have a different person working on your account.

I’ve been on both sides of the fence, and for an expert those platforms are hell. Until and unless they are willing to spend hundreds of $$ to bid, you won’t even find them and the ones you find… Well, let’s just say you will find more bad than good.
Reddit/Twitter can be a hit or miss. I have hired and have been hired from both of these platforms so it all comes down to how much you know about SEO.
If you know the fundamentals and have realistic expectations, you’ll be able to hire someone good if not, you can easily be lured into a 6-months contract by every willy nilly wannabe SEO expert.
Learn about it and you’ll understand what you actually need. ( In many cases, SEO shouldn’t even be considered until and unless there’s a +ve cashflow )

Don’t think a contractor should ONLY be focused on you, they’re running a business as well.
I’m a very old “punctual person” in the industry for 29 years. When you say “SEO” what do you mean? On-page SEO, Off-page SEO, or Technical SEO. When I work for a client, I don’t look at what they ask for, but I do all types of activities at once. I create a comprehensive audit.
I don’t fix websites, I don’t make adjustments to them. Let the person who did the work do that. A complete audit takes (for websites with 15 URL addresses) approximately 10-12 hours. I don’t do e-shops! Let the programmers handle that. My hourly rate is 50€. I would like to point out that I’m a meticulous person who doesn’t miss an unfinished </p> or a forgotten unopened <div>. I’m so thorough that even <meta charset=”UTF-8″> has to be correct and not <meta charSet=”utf-8″ />.

Whoever you hire, measure them on Average Position from Google Search Console, per keyword per page.
I think you want someone who focuses on both on page and off page unless you have a very specific need.
I think asking for someone who is not working on multiple projects is asking for a bit much unless you are willing to pay for their exclusive time. A good SEO consultant or provider is usually also pretty good at project management and productivity (I do consulting around that too for my second business). They shouldn’t be taking on more than they can handle.
I would recommend learning about SEO, that way you can weed your way through candidates. I really like r/grumpyseoguy and their podcast. The information is clear and articulate. Once you know your way around authority, content, relevancy, and penalties then it would be a good time to start chatting with someone.
You’ll want someone who focuses on adding high-quality authority to your site. Then get a SERPFOX account. It’s free up to 10 keywords, that way you can track your position in the search results *independently* from your SEO person. Then you’ll know if they are worth their salt or not.
I never lock my clients into contracts, I think that’s a bit slimly. But it can take 4-5 months to see results. I would start to monitor your SERPS now and learning. It’s going to take a hot second, but anything worth doing is worth doing well.
