With a directory, you content are the listings.
For the keyword “**Vets City**” the best possible content you could dream of is a list of vets in that city.
Just make sure to not show Google hundreds of empty or semi-empty pages.
And try to display some relevant content (Name, address, phone number, services offered, opening hours) directly on the listings/category page.
The detailed pages for the individual vets will not matter that much. Personally I would consider setting them to no-index in the beginning. Or potentially even skip having them altogether.
Best advice I have is go find 3 high ranking directories in a similar niche. Give them to chatgpt and ask for an SEO plan.
