DR is a pointless metric to chase, but to answer your question – yes!
What you are going to need here is
– free directory/business listing website
– free press releases
– guest post outreach
– HARO
– link hijacking
– broken backlink building ( this and above is basically the same thing )
– websites that allow you to get a do-follow link to your website.
– Product Hunt launch and more.
Are you trying to improve your third party vanity metric or you trying to rank higher in the search engines?
If the answer is rank higher in the search engines stop chasing third party metrics.
You can buy a website with good DR and link to your site.

You can hopefully, if you link exchange with those having higher DR. I hear people saying all the time that DR is an irrelevant metric, like yes they are true to some extent but not totally. Look, high quality backlink is not only judged by high DR but also by if the links the site have appear natural and relevant to it or not. If the site has large amount of backlinks with a subject of something like “Good SEO for higher ranks”, then ofc it won’t be considered a good backlink neither those directory links are considered of any value.
Of course. Just with posting good content and patience. Or you want it to be 10 liek overnight? DA grows naturally anyway so focus on quality content that people want to share and link back to you as a source naturally.
I will really advice you to hire a specialist fir this , it’s really complicated thing that no noob can get done just by reading course
