Always link to the specific area page, not homepage
Google values relevance above all else. A Chamber of Commerce link from “Town A” to your “Town A Services” page sends much stronger local signals than diluting it through your homepage
Your area pages need that direct authority boost to compete in local search. Homepage already gets most of your other backlinks anyway
Plus user experience – someone clicking from the local chamber expects to land on content about that specific location
They will probably only allow a home page link, which is fine. It’s a pretty weak link anyhow.
