those keywords should become subjects which have their own pages OR their own section in the target page.
As you said, keyword stuffing is not cutting it. So extend the page with new sections that talk about those subjects. Create an FAQ section inside that page, create lists, add headings, optimize it for skimmers (people who won’t read but quickly scan the page).

The best you can do is to make sure the keyword is in the-url, title, meta description, h1 header and a few times on the page. Call this “page A”.
From other pages, you can work in a link to page A, with variations of that keyword. Don’t overdo it, as google might think that the linking page is about that keyword.
