Sounds likely. I’ve dealt with a lot of these – they are fun puzzle/SEO challenge (obviously not so if you’re losing business)
Were they both indexed at the same time?
Create 4 views – one of the pages and one of the queries you suspect are cannabalizzing
If one was getting clicks and now both aren’t – usually a sign
To test it – just noindex and/or do a removal request of the later pages or the pages with the least clicks.
Also – use the query filter and look for other pages
After a day or so – the page should return to the best position.
