Keyword stuffing is pretty egregious. Are you talking about high keyword repeitiion/ratios?

I wouldn’t worry about your competitor too much, unnatural feeling text will only hurt their CVR in the long run.
Just focus on optimizing your site.
Edit: I feel like I should add, in general, you absolutely should be using primary/secondary keywords/variants on-page.

Variations are one thing, but the exact kw repeated multiple times is a different thing. Even with variations, the highest ranking pages on Google tend to have very low keyword density in the current landscape (under 1%). Be careful stuffing the variations in there too many times too. But if you’re talking about LSI keywords, you generally won’t get penalized for mixing those up. As long as when you read the text, it sounds natural. If the variations all include the main keyphrase, just different variations of it, it still can look like stuffing if you repeat it too many times…hope that makes sense.
