Optimized is a scale/subjective value. It depends what you;re trying to do.
If you’re looking for a tool to score you – you have to accept their definition of SEO.
SEO isn’t a binary checklist – although a surprisingly large number of people try to portray it as that.
SEO isn’t just what you publish – its also about how people engage and link to your site – i.e. give it authority. Like backlinks clicks (from Google).
I would be dubious of any “SEO score” 0 as its based on someones judgement without knowing what position you’re in.
Just checking that you have a page title or the page title is 65 characters long is arbitrary and pointless: its not how google works
