Herkese merhaba, ilk defa buraya soruyorum.

No.
And you can actually get a ton of free, enterprise ready tools from Bing Webmaster Tools
Bing Webmaster Tools – Free Backlink checker (all domains), Free SEO Audit Reports (yup), Free Keyword Research, and Microsoft Clarity – Free heatmap and screen recorder.
Some great tools from Microsoft.

No, you don’r.
GSC and GA4 are third party SEO tools. And really – they only tell us the story from Google’s perspective.
But sure – you can do it without any tools. The only reason we have these tools is because in the olden days, we didn’t have the tools and we did it by hand. Then someone figured out their workflow, made a tool that could do the work in that would take us hours in a matter of minutes, and sold it.
And while I think tracking is critical (which you’ve got with GA4 and GSC are a decent start), I do wish that new people in this industry DID actually learn to do things and why and how to best do them first – and then learn to use the tools.
When I’m working for an agency, I’m either having them pay for the tools they’re going to want me to use or the price I’m paying for them is reflected in my rates (along with the added value that comes from my knowing how to use the tool well).
So sure… you can do it. It’s more work to get the same results, but you can certainly (and probably should at least learn how to) do it all without.
From your list – I might add Screaming Frog to let you get some technical SEO information that you aren’t going to get. Even the free version of that gives you an excellent head start when doing a tech audit. For a small and even medium web site – the free version is useful.
Still, when you sign on with an agency, they want certain things from you delivered in a certain way and they’re willing to pay a certain amount for it. The more tools you have and the better your skill at using them, the better and faster and more accurate your output will be. At that point, if you don’t know the tools and how to use them, you probably aren’t getting a job with the agency you want to work with.
To start out – sure. Work with what you’ve got and dig in and learn it. Add the paid tools when their value becomes evident and you already know how to profit from what you’re paying to use it.
