If a category is empty, adding a temporary noindex is a good approach. Google flags these as soft 404 because there’s no real value. Once products are added, you can remove the noindex.
For filter URLs like ?pricing=free, it’s best to keep them noindex unless you specifically want those pages to rank, since most filters create thin content.
If it’s an important category you want to rank, keep it indexable and add useful fallback content so the page still has value even when it’s empty.
