Update the existing article, but if the URL includes the year and you plan to keep maintaining this content annually, fix that now. Move it to a yearless, evergreen URL and 301 redirect the year-based URL to the new one. Yes, there may be a short-term dip, but it’s a one-time hit in exchange for long-term stability and growth. Creating a new page every year would absolutely cannibalize rankings, and doing nothing will eventually hurt relevance and CTR as the year in the URL, title, and SERP snippet gets stale. This approach future-proofs the content and turns it into a durable asset instead of a yearly SEO liability.
As Google and SEO are a system/environment – its always a case of “Depends”
An almost always good rule of thumb without knowing your sites history, Topical authority, how you’re targeting articles is that changing your slug = your document name and canon is probably not the best thing to do 99% of the time.
Secondly, I dont know who your competition for this phrase is and what they are doing, and if they have more authority than you or not.
You might be able to rank by putting 2026 into a H tag, it might need to be your H1 or your title.
What to understand about whats happening at the algorithm level – the higher you put 2026, the more relevent you become (albeit at the risk of slightly lowering it for 2025, even if you keep it)

(the %’s are made up, we dont know how the ratios work obv)
As a Hx – its like 50% and so on
I would update your current article with any 2026 details you can scrounge up to make it meaningfully different. Consider adding a new section or two that is related to the main content but wasn’t there previously or maybe put in a few quotes from experts. Something like that. If you have images, you can always update the pictures as well. I agree on the evergreen URL in another comment, take the year out of the slug (if it’s present) and 301 redirect to your new evergreen URL.
