If Google doesn’t recognise it as a comment link it might pass some value, but the section should really have rel=”ugc” applied to links.
If it’s free to comment and you can add a relevant link to support the article narrative, then it might be worth doing. Otherwise, it would probably be seen as a low quality link and not have any meaningful impact. I’d probably just not do lots so it seems unnatural, and either the website owner will remove or Google could see it as clear attempts to manipulate rankings haha!
