Ana web sitemin tam kopyası olan bir test web sitem var.
Test web sitemin site haritasına erişilebiliyorsa bu, noindex olarak ayarlanmış olsa bile Google’ın site haritasını tarayabileceği anlamına mı gelir?

If google can crawl your site, it’ll probably do. Doesn’t mean it will index your site. Also, a noindex tag is no guarantee not to be indexed.
Easiest way to prevent crawling is not to set any links to your test environment, never submit anything to GSC and use a robots.txt file.

You can do 2 things.
If it is a WordPress site then go into Settings >> Reading >> Check this box
|Search engine visibility|Search engine visibility Discourage search engines from indexing this site|
|:-|:-|
Otherwise add a Robots.txt file with this code:
User-agent: *
Disallow: /
Your test website must be noindex at all pages imo
Sitemaps do not force Google, or even help Google Index pages.
If the pages are set to NoIndex – they won’t be indexed
