Well, few things go into this decision.
First of all, which keyword is more likely to be profitable?
“Lawnmowers” may be higher volume and difficulty, but “manual lawnmower shop (your city name)” will bring far more targeted and profitable traffic.
Another thought would be what are you realistically able to rank.
Do you think you can rank the “higher difficulty” keyword or not? If it’s going to be hard to rank, will the effort be worth it?
It boils down to a strategic decision for you. Also can you just do both? Especially if they are on the same topic? Then you can see which one is gaining traction and double down on that one.
Without knowing the keywords in question, is it realistic to target the “higher difficulty” keyword on the pillar page and use the less competitive keyword in a piece of supporting content, or would they overlap? Typically, the pillar page would be targeting a more competitive keyword anyway.
